Pedestrian Bridge to Orange Line Design/Engineering/Permitting RFP

Because of damage to the existing bridge and surrounding areas resulting from Hurricane Helene, UGATA has decided to pause the engineering RFP that was opened on September 5th. We appreciate your understanding and will communicate the next steps as we learn more.

Introduction:

Upstate Greenways and Trails Alliance (UGATA) is seeking qualified engineering firms to submit proposals for the design, engineering, and permitting of a multi-use bridge on the Orange Line of the Swamp Rabbit Trail. This connection will take advantage of an existing, disused railroad bridge. We invite experienced engineering firms to submit proposals outlining their expertise, approach, and understanding of the project’s requirements. This project will focus only on the bridge and will not consider the construction of trail sections to make connections on either side.

***Questions and Clarifications***

Is UGATA only accepting proposals that maintain the existing trestle bridge?

UGATA has a preference to maintain and improve the existing bridge in order to simplify permitting and limit cost. If a firm believes that it would be more appropriate to construct a new bridge rather than retrofit the existing bridge UGATA will also accept this proposal. If your firm is suggesting new construction please provide a thorough rationale as well as an outline for the expected permitting and approval process associated with building within the floodplain.

Should the design standards of the 2021 feasibility study be treated as requirements?

No. This study predates UGATA’s involvement in this project and is provided as background information. The 2021 feasibility study was included as an exhibit to provide firms with as much information as possible but should not constrain the possible solutions of other firms.

Should the cost estimates of the 2021 feasibility study be considered as the budget for this project?

No. This study predates UGATA’s involvement in this project and is provided as background information. Firms are encouraged to evaluate the requirements of the project as described in the RFP and provide the best cost they can.
